The Independent Commission Against Corruption in collaboration with the Ministry of Civil Service and Administrative Reforms conducted a two-phased training programme to better equip and empower Integrity Officers. One of the main recommendations of the Training Programme conducted in 2015 and facilitated by the Corruption and Economic Branch of the United Nations Office on Drugs and Crime (UNODC) was the development of an Integrity Management Toolkit.
The toolkit has been developed by the ICAC and focuses on public sector. The UNODC and Mr Bertrand de Spevillle, a former Solicitor General and Commissioner of ICAC Hong Kong reviewed the toolkit and provided the prefaces.
The Toolkit was officially launched in an interactive e-version and in a PDF format on Wednesday 15 June 2016 in the presence of Mr P. Jugroo, Senior Chief Executive of the Ministry of Civil Service and Administrative Reforms. In his address, he stressed upon the need to foster a culture of integrity within the public sector.
In his opening address, the Ag Director General of the ICAC, Mr K.Goburdhun stressed upon the importance of a clean public service which will help to instill confidence in the public and the international business community and demonstrates that the country is serviced by an Administration that fully recognizes the importance of good governance and integrity. He also added that Integrity management is about winning hearts and minds from within an organization.
